Cyril Rayan is president, CEO and co-founder of Resiligence Inc., headquartered in San Jose, Calif. The company, founded in 2007, is the provider of TipNow, a real-time, text based anonymous reporting service for a diverse number of environments where people gather.
Prior to joining Resiligence, Rayan was CEO of Mindbrook. He holds an MBA from Santa Clara University, an MS in electrical engineering from Mississippi State University, and a BS in electrical engineering from the University of Mumbai. He is also an accomplished author, speaker and lecturer.
Workshop: Anonymous Activity Reporting
For some who witness a crime, the desire to get more involved is hampered by the simple warning to all made by criminals: “Don’t snitch.” Technology is changing this, and services have become available that allow citizens to use anonymous, real-time text messaging to alert security personnel and law enforcement about situations witnessed that need to be investigated. Gary L. Sigrist, Jr. is the Safety Project Director for South-Western City Schools (SWCS) where he oversees the $250,000 Readiness and Emergency Management in Schools (REMS) Grant, awarded through the US Department of Education from The Department of Homeland Security.
Sigrist has a B.S. in Elementary Education from Ohio University and a M.S. in Education Administration from the University of Dayton. In addition to being an educator since 1982, Gary has also worked in law enforcement for 20 years.
Workshop: Readiness & Emergency Management in Schools
In this session, Sigrist will talk about the REMS grant writing process, both the interim and final reports, and the Government Performance Results Act (GPRA) requirements. He will share the process he used to build relationships with the four law enforcement jurisdictions and five fire districts, along with state and federal agencies, that serve the SWCS district, using their knowledge and input to develop the SWCS ‘All-Hazards’ plan. He will share the process he used when he completed 38 Security and Vulnerability Assessments and show copies of the final reports. He will also have examples of building, classroom and school bus emergency plans. (Tuesday, March 30, 10:15 a.m. – noon, K-12)

Robert Summers has more than 28 years of combined experience in the areas of private security and law enforcement. He has held management positions in the private security and loss prevention sectors for nationally recognized companies and supervised the personal protection services for celebrities and private estate clients.
Summers has also performed nationwide threat and vulnerability assessments, in addition to design and engineering services for presidential libraries, government facilities, hospitals, universities and private sector clients.
