William Adcox, Chief of Police, University of Texas at Houston
- Developed a customized physical abilities test for female applicants and introduced a police officer salary step program to attract candidates who are bilingual and college educated
- Replaced his campus’ old Computer-Aided Dispatch system with a state-of-the art system to better support officers and effectively use resources
- To prevent terrorists for obtaining materials to make a dirty bomb, Improved security of the school’s irradiators and sent several supervisors and officers to the Nuclear Regulatory Commission for training
Jeffrey Baker, Chief of Police, University of North Carolina at Charlotte
- Successfully lobbied for additional police officers and refocused patrol efforts to include more foot and bike patrols for increased officer visibility
- Expanded his department’s investigations unit, leading to more cases being solved and fewer reported cases of property crime on campus
- Doubled his department’s jurisdiction to better serve students living in off-campus apartments
Ronald Brown, Director of School Safety, Topeka Public Schools
- Re-built TPS campus police department so it aligned with district’s educational mission
- Headed team conducting security audits of the entire district, uncovering problems with identification badges, locks, keys, intercoms, visitor management, lighting traffic, NIMS/ICS training and more
- Created an all-hazards emergency plan for the district, and assigned a team to receive training at FEMA’s National Emergency Training Center
Whit Chaiyabhat, Director of Emergency Management and Business Continuity, Georgetown University
- Developed a five-year test, training and exercise program for emergency response team members and key administrators involving table-top exercises, drills and full-scale exercises
- Provided strategic oversight of the university’s building and floor marshal program, which was comprised of nearly 500 volunteers
- Led an initiative to completely rewrite or create the school’s emergency management and response plans

Daniel Dusseau, Chief of Police, Northern Virginia Community College
- Instituted daily reporting from each campus, identifying crime trends and enabling more effective deployment of resources
- Opened a state-of-the art dispatch center and instituted a centralized dispatch number, allowing for the coordination of police operations
- Integrated the 600 video surveillance cameras from all six campuses into one centralized system that can be more easily monitored
