CHICAGO — Only 66 of Illinois’ 185 colleges and universities have filed the emergency management and violence prevention plans required by a law that was passed after a gunman killed five students at Northern Illinois University in 2008.
Even though the law required all institutions to file plans by January 2009, no state agency has been made responsible for reviewing their effectiveness and the $25 million committed to helping schools comply has not materialized, the Chicago Tribune reports. Additionally, the law lacks an enforcement mechanism.
Due to the lack of funding and non-existent penalties for non-compliance, some school administrators have ignored the law.
