In 2008, amendments to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act added requirements related to emergency response policies, notification and testing. Years later, Clery compliance reviewers are still finding that some institutions of higher education are not including emergency notification policy statements in their annual security reports (ASR).
The Clery Act requires colleges and universities, both those with and without on-campus student residential facilities, to have emergency response and evacuation procedures in place. Institutions must also disclose a summary of these procedures in their ASRs.
The goal of these provisions is to encourage institutions of higher education to provide campus communities with immediate notification about threats, such as mass shootings, fires, severe weather, infectious diseases and more. They also establish a framework for the response to these types of situations, as well as campus community involvement and oversight.
