BALTIMORE — A Morgan State University student, who was beaten so badly by another student that it left the victim partially blind, is suing the university, claiming that it should have recognized that the attacker was dangerous and posed a threat to others.

In his lawsuit, Joshua Ceasar, 23, stated that Alexander Kinyua, attacked him with a barbed wire-covered baseball bat last spring. Kinyua is in a psychiatric facility after pleading guilty but not criminally responsible for the bat attack. He also faces charges for killing another man and eating his heart and brain.
