The South Dakota House of Representatives voted down a bill that would have required schools in the state to form a safety plan in the event of school shootings and other dangerous situations.

The proposal, which would also require schools to conduct annual lockdown drills, was voted against 37-30 by the House. Opponents say the bill would’ve created unnecessary rules for state schools, according to m.kdlt.com.

The bill’s sponsor, Republican Representative Scott Munsterman, compared the proposed school safety drills to the fire and tornado drills the schools already perform. Munsterman also says the school districts are in favor of the bill, and that it will make students safer.
