ELIZABETH, N.C. — To help solve the backlog of 126 crime reports, Elizabeth City State University (ECSU) has hired a new police chief.
Chief John Manley Jr. replaces Sam Beamon, who resigned from the position in May amid reports that he mishandled an assault and sexual battery incident. Since joining the ECSU Police Department, Manley, 53, has added training in making arrests, conducting searches and seizures and reporting crimes, HamptonRoads.com reports.
Additionally, Manley has implemented several policy changes, including publishing crime reports daily on ECSU’s Web site, punishing students found with weapons, drugs or alcohol, and encouraging students and parents to sign up for text message alerts in the event of an emergency.
Manley, who plans to add six more officers to the ECSUPD force, will also train students and staff on sexual assault awareness. The chief also plans to hire someone to help the university comply with the Clery Act.
Currently, investigators have resolved 14 of the 126 crime allegations. The North Carolina State Bureau of Investigation is presently conducting an investigation into the allegations of obstruction of justice and witness intimidation by campus police.
