Sex Offender Served as Umpire at Youth Soft Ball Games

SURPRISE, Ariz. — A man who worked as an umpire at softball games for the Arizona Interscholastic Association managed to pass a background screening despite being a convicted sex offender.

Edward Lee Hartley was arrested last month on suspicion of sexually abusing two runaway children, the Tucson Citizen reports. Hartley’s criminal record dates back to 1973 and includes six sex crimes, including rape.

The association’s board will decide later this month at a meeting if it will rescreen thousands of officials.

Investigators said the information from federal and state governments on sex offenders can be unreliable, and effective background checks are costly and time consuming.
