LOS ANGELES – Campus Safety Conference/TREXPO West 2007 event organizers are pleased to announced that Dr. Dick Caster, Executive Director of the National Association of School Resource Officers (NASRO), will participate in a panel discussion about how traditional law enforcement and campus police and security departments can work together to protect our nation’s schools and universities, particularly during active shooter events.
Dr. Caster has been a public school administrator for more than 30 years and has worked directly with school resource officers (SROs) for 16 years. In his last assignment, he worked directly with the seven SROs assigned to the Dublin, Ohio City Schools, by the Dublin, Ohio Division of Police. He was responsible for school district support of these officers as well as collaborating with their commanding officer and chief of police.
He was also part of the team that developed with Ohio Emergency Management a tabletop exercise involving multi-agency first responders in a school crisis exercise. Dr. Caster was trained as a presenter for Ohio TAP (Terror Awareness Program) and was trained by the State of Ohio in Incident Command. He also received training from the Franklin County, Ohio, Sheriff’s Department in their Train the Trainer “Operation: Street Smart” concerning the most recent information on street drugs.
Dr. Caster was recently appointed executive director for NASRO, a not-for-profit organization that serves school based law enforcement officers, school administrators, and school security/safety professionals working as partners to protect students, school faculty and staff and the schools they attend.
The executive director will bring to the Campus Safety/TREXPO West session valuable insights gleaned from his years working with campuses and law enforcement. The panel discussion, called “Bridging the Cultural Gap Between Schools and Traditional Law Enforcement,” will cover the differences in mindset between educational institutions and police, as well as how both can collaborate to prevent, detect and respond to Columbine-type incidents.
Other speakers who will be involved in the panel discussion include Phil Mullendor, executive director of the California College and University Police Chief Association; Capt. Jim Stalnaker of the San Bernardino County Sheriff’s Department; and Bob O’Brien, who was formerly with the Cleveland, Ohio SWAT Unit.
The Campus Safety Conference will take place on Tuesday, March 20 at TREXPO West 2007 (March 19-22) in Long Beach, Calif. Campus police chiefs and public safety directors, municipal, county, state and federal law enforcement officers, as well as school administrators, superintendents and principals, are all invited to attend.
