IAEM-USA Assists in Development of FEMA's ICS-100

Representatives from the Universities & Colleges Committee (UCC) of the U.S. Council of the International Association of Emergency Managers (IAEM-USA) assisted the Federal Emergency Management Agency (FEMA) with the development of ICS-100 for Higher Education Training Course.  The course recently was released through FEMA’s online Independent Study program.

This course uses the same objectives and content as other Incident Command System (ICS) courses, but also includes higher education examples and exercises.  The primary audience for this course includes persons involved with emergency planning, response, and/or recovery efforts for higher education institutions.  Emergency management practitioners at institutes of higher education can use this course to become familiar with how ICS should be used on their campuses.  In addition, the course may be used to train higher education personnel unfamiliar with ICS principles.

UCC representatives served on a focus group at FEMA’s Emergency Management Institute which was facilitated by Human Technologies, Inc.  Members from the International Association of Campus Law Enforcement Administrators (IACLEA) also participated in the focus group.  With the majority of the course materials already developed by FEMA, focus group participants ensured that the examples, lessons learned, and scenarios described in the course fit with the higher education institution paradigm.

“It was a great experience to work collaboratively with other emergency management colleagues,” stated George Nuñez, member of the IAEM-USA UCC and focus group participant.  “The FEMA Emergency Management Institute’s invitation to participate in this project spoke highly of IAEM-USA’s Universities & Colleges Committee.”  Focus group participants also provided additional “lessons learned” about topics within the ICS-100 course.  This additional information has been incorporated into print and audio files that accompany the ICS-100 for Higher Education course.
