CHARLESTON, S.C. – After discovering one of their security guards had a criminal record, Charleston Area Medical Center (CAMC) is reviewing its hiring practices.
Earlier this week, police arrested 27-year-old Billy Steven Casto on charges of using a forged prescription to obtain the painkiller Lortab. After the arrest, authorities discovered that Casto had faced charges five times since 2001: once in Ohio for stealing checks, once in Putnam County for domestic battery, and three times in Kanawha County for forgery and writing bad checks.
Ohio officials issued a fugitive from justice warrant for Casto two weeks ago, several months after the hospital hired him.
CAMC uses Employment Background Investigations (EBI) to screen prospective employees. Although the hospital insists that they regularly perform background checks on potential employees, EBI’s Chief Knowledge Officer Robert Capwell refused to say if Casto specifically was screened, citing confidentiality laws.
This is the second time in two years police have arrested a CAMC employee with a criminal record.
