Published: March 1, 2010

A special education teacher at Birney Elementary School was shot and killed Feb. 26, as she arrived at the school.

Jennifer Paulson, 30, was allegedly murdered by Jed Ryan Waits, a man who had been reportedly stalking her since 2003, according to Examiner.com. Paulson had an anti-harassment order against Waits, which banned him from coming within 1,000 feet of Birney Elementary School or Paulson’s home. In addition, he was prohibited from contacting her or following her.

Prior to the shooting, Paulson had Waits arrested on Feb. 19 for following her. After posting $10,000 bail, Waits began stalking the victim again.
