Advocates are looking to close 13 Texas hospitals that have improperly cared for mentally disabled patients. The state of Texas has more mentally disabled patients in institutions than any other state. Activists campaigning against the “state schools” want to move patients from the institutions into group homes.

According to The Associated Press, some patients have been neglected, beaten, sexually abused or even killed by caretakers.
