The alleged hazing included physical abuse with a paddle and forced consumption of foods and beverages meant to induce vomiting.
A large portion of recommended changes relate to student safety and the prevention of sexual assault and hazing in Greek life organizations.
The death of an LSU freshman after pledging a fraternity is now being looked into by school officials and authorities as a potential hazing incident.
Dropped charges include involuntary manslaughter, while four of the 18 students facing charges were dropped from the lawsuit entirely.
The closure was announced following a lawsuit involving fraternity members and the alleged beating of a student in April.
They will be sentenced in December and could face 22 to 36 months in prison.
Eight students were charged with involuntary manslaughter and aggravated assault.
The incident is being investigated by university officials and local police.
The defendant avoided three more serious hazing charges.
