DAVIS, Calif. — Community members at the University of California, Davis are considering developing a civilian oversight committee, which would direct campus police action, in response to last year’s pepper spray incident.
University officials will soon begin proposing models that would work best for UC Davis. Basic models include the commission model, the investigative model, the auditor/monitor model or a mix of the three, theaggie.org reports.
The benefits of implementing civilian oversight on the campus is that it will add credibility and transparency to police disciplinary systems, works to improve thoroughness and fairness of complaint investigations and helps to sensitize police to community needs. On the other hand, a civilian oversight program requires public funding, does not eliminate police misconduct and can split the police and segments of the community.
