Overall, 90 percent of participants expressed confidence in their institution’s ability to manage on campus issues with crowds, protests, and other potentially cascading effects from those events.

Encouragingly, 47 percent of institutions said they would not have any challenges, citing a
familiar and efficient process for establishing an Emergency Operations Center (EOC) during an incident.

Still, 43 percent of institutions cited moderate challenges, including staff turnover among qualified, trained emergency management and
response personnel, especially staff trained in National Incident Management System (NIMS) or Incident Command Structure (ICS) processes and procedures.
