Pa. District Upgrades Disaster Preparedness Plans

JAMISON, Pa. — The Warwick Township Police Department initiated a project to revise and enhance the Emergency Response Plans for all  23 schools in the Central Bucks District and the Middle Bucks Institute of Technology.

Fire Planning Associates (FPA), a Bucks County, Pa. technology firm, worked with Warwick Police and other local emergency services using their state-of-the-art Blazemark pre-planning system to deliver integrated incident response plans for both human and natural disasters.

The Blazemark response plans are accessible to local police departments, fire companies, EMS responders and school administration serving the entire Central Bucks School District. Incident action plans can be rapidly accessed from a secure web site through laptops in emergency vehicles and school offices.  By incorporating interagency incident pre-plans into FPA’s single platform, emergency agencies and incident commanders responding to any Central Bucks School now possess critical new tools for successful disaster management.

The incident pre-plans developed by FPA follow the most current standards for pre incident response National Fire Protection Association “Standard 1620’and National Incident Management System (NIMS) Incident Command System.

The project was funded with an $180,500 Byrne Justice Assistance grant, administered by the Pennsylvania Commission on Crime and Delinquency. Warwick Township was the recipient of the grant and the township staff, working closely with FPA, managed the grant process through completion.

FPA worked closely with many project stakeholders through the design, development, testing and deployment phases of the project.  The willing and eager participation of the following organizations was critical for ultimate program success: The Central Bucks School District Operations Department along with staff at MBIT, Emergency Service Providers (police, fire and EMS) from the Boroughs of Chalfont, Doylestown and New Britain and the Townships of Buckingham, Doylestown, New Britain, Plumstead, Warrington and Warwick.

“The emergency responders in the Central Bucks School District are fortunate to have access to the database developed by FPA,” Warwick Township Police Chief, Mark Goldberg said. “Information is critical in a disaster or emergency, and having it available to 1st responders through the existing public safety data network is a tremendous step forward.”
