After being quarantined in New Jersey, a nurse, who treated Ebola patients in West Africa, is considering a civil rights lawsuit against the state.

Kaci Hickok was allowed to leave New Jersey to go home to Maine Oct. 27 after being quarantined in a tent after landing at Newark International Airport, according to CBS-Philadelphia.

States have the ability to quarantine individuals, but the scope of power is limited, based on risk, according to Temple University law professor Scott Burris, who is a health law policy expert. He also told KYW Newsradio there was no justification for placing Hickok in quarantine.
