The Mt. San Jacinto College Police Department Chief is facing eight felony charges including bribery, perjury and misappropriation of public funds. He turned himself into Riverside County District Attorney investigators on Dec. 2.
A 13-month investigation revealed that Kevin Harold Segawa, 39, had received various gifts, loans and benefits while serving as college police chief, reports The Press-Enterprise. Segawa, who began his role as police chief in 2005, has been on paid administrative leave since last summer.
The alleged crimes involved Morgan Allen McComas, 40, owner of Pirot’s Towing in San Jacinto. According to investigators, Mt. San Jacinto College officers were pressured by Segawa to redirect 85 percent of 1,200 towed vehicles to McComas’ company between 2005 and 2008. It is estimated that Pirot’s Towing may have received $200,000 to $500,000 from those tows, reports The Press-Enterprise. McComas is facing charges of offering a bribe to a public officer and aiding and abetting in the misappropriation of public funds.
In return, investigators allege that Segawa received a used motorcycle, used rims and tires for his personal pickup truck, about $75 in food and drinks, tickets for a box seat at a Del Mar Racetrack event and approximately $120 in free lunches at a Riverside restaurant in 2007 from McComas.
