According to the Federal Bureau of Investigations and the US Department of Homeland Security, the average time of an active shooter or hostile intruder event is 11.5 minutes.  Average police response time is 12 to 18 minutes.  Since so much terror and many casualties occur before police arrive, staff members of schools, offices, places of worship, and government buildings need to be able to proactively protect themselves, their coworkers, and their students.
