When Northern Virginia Community College (NVCC) campus police responded to an active shooter last fall, they did not have floor plans or master keys to enter the rooms or buildings, only nine out of 45 security cameras were operating and the campus was not prepared to immediately issue emergency alerts, according to an internal report requested by the college president.

Active Shooter Training

Creating an active shooter drill was one portion of the Western Nebraska Community College's new strategic plan. The drill, which was performed April 25, 2008, helped employees and community members understand the dynamics of an emergency involving students and staff at the Scottsbluff campus. Employees, students, local law enforcement, and other community volunteers participated. Staff and students were placed on lockdown using the incident command system.
