1 in 4 Campuses Not Prepared to Respond to Active Shooters

Results from Campus Safety's opinion survey also show that 83% of respondents believe their institution has appropriate emergency/crisis plans that are up to date.

I would be interested to know how the survey respondents interpreted "adequately prepared" in the active shooter question. Was it they did not have the tools available to address such threats? Or was it lack of training during such events?
